no real need to maintain a template
kali-linux is just debian
so just create a debian container and add the kali-linux repo to the sources-list :
deb http://http.kali.org/kali kali main non-free contrib
deb-src http://http.kali.org/kali kali main non-free contrib
## Security updates
deb http://security.kali.org/kali-security kali/updates main contrib non-free
then
apt-get update
install the kali-key
apt-get install kali-archive-keyring
update and install the kali package you need
